Overnight Roundup
While You Were Sleeping: Sunday, Nov. 1
Sunday's overnight catch-up: a life sentence in the North Jetty Park shooting, a Suncoast Searchlight look at neighborhood fights over social services, the governor's race makes its last Sarasota County stops, the weather cancels Best of the Bay Music Fest, and Sarasota hosts the BMX World Cup finale.
Good morning, Suncoast. Clocks fell back an hour overnight, and WWSB's First Alert Weather team has today marked as a First Alert Weather Day, with showers and storms likely.
Here's what happened while you slept.
Courts & Crime
1. Life without parole in North Jetty Park shooting
Judge Andrea Decanio sentenced Franklin Raybon Jr. to life in prison without the possibility of parole for first-degree murder with a firearm, following a four-day trial that ended Oct. 29, WWSB reports. According to the State Attorney's Office, Raybon shot and killed Octavious Cummings Jr. at North Jetty Park after a brief fistfight, firing 13 rounds in all, including shots from inside a car where his girlfriend and their 7-month-old daughter were sitting. Raybon was also found guilty of attempted second-degree murder with a firearm, shooting from a vehicle within 1,000 feet of persons and child abuse.
Why it matters: Sentencing on the additional counts will take place at a later date, according to officials.

2. Social services face pushback from neighbors
A Suncoast Searchlight investigation, published by WUSF, looks at two local fights: neighbors in Oneco protesting The Crossings, a drug recovery center in Manatee County, and neighbors of the Remnant Church in Sarasota County, which was issued a notice of violation in August over its homeless services. In Sarasota County, social service operations are allowed in just four types of zoning districts, covering about 20% of land under county jurisdiction, and even there they need special approval from county commissioners. The Crossings says it replaced its board and most of its staff after a former client's arrest, and the Remnant Church says it is looking for a constitutional lawyer to challenge how the zoning rules are being applied.
Why it matters: Manatee County's rules are less restrictive, allowing most public community uses in 22 zoning districts without a special permit, according to the report.

3. Governor candidates make final Sarasota County stops
Democratic gubernatorial candidate David Jolly brought his "Believe in Better" tour to Fogartyville Community Media and Arts Center in Sarasota on Saturday, after a morning rally in Pasco County, WWSB reports. Republican candidate Byron Donalds campaigned in North Port on Wednesday, Oct. 28. Both campaigns say turnout is their key focus heading into Election Day on Tuesday, Nov. 3.

4. Best of the Bay Music Fest canceled for weather
The Best of The Bay Music Fest scheduled for today, Nov. 1, has been canceled because of the weather forecast, WWSB reports. Organizers said safety is the top priority and the expected conditions would not let them deliver the all-day experience audiences expect at The Bay.
Why it matters: Organizers are working to reschedule the festival for spring 2027; a new date has not been announced.

5. Sarasota hosts BMX World Cup season finale
Sarasota BMX, with USA BMX and Visit Sarasota County, is hosting Rounds 9 and 10 of the 2026 UCI BMX Racing World Cup on Oct. 31 and Nov. 1, WWSB reports. They are the final rounds of the 10-round international series and the only U.S. stop on this year's calendar, with results counting toward Los Angeles 2028 Olympic qualification. USA BMX's Chris Luna said the Sarasota track, which started in 1974, is one of the oldest in the country.
Why it matters: Overall season titles will be decided in the men's and women's elite and under-23 categories.
